Do I qualify for CEC?

Me and spouse have 3 and 5 years of Canadian experience in IT field (till 2006). We are now out of Canada, but plan to immigrate to Canada. Do we qualify for the CEC?
Or should we apply for the FSW or PNP program?

1. You had to apply within 1 year of leaving your job.
2. Unless you have an AEO, you can't apply for FSW1 as there are no IT experience jobs on the list. http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list
3. So you would have to look at PNP.

No one knows (or isn't telling) about the new list, but IMHO I doubt if there will be any IT jobs on the list.

Your best bet is to try to find a job and come here again on a temporary work permit, and then qualify for one of the PR programs...
