I am a Master of Science graduate from one of Ontario's universities. My bachelor's degree was from another country.
The OINP applicant checklist for both international student stream and Master's graduate stream says:
"degree (if obtained in Canada) or an ECA."
It also says:
"If you completed your studies outside of Canada, you need to obtain an ECA report that proves your education is equivalent to a Canadian credential."
Do I need ECA for my bachelor's degree?
