Hi,

When I was creating my EE profile, I didn't mention my foreign education since I don't need it to get points and also I didn't want to go through the trouble to get an ECA (it takes time and money). However, after I got my ITA last week, in the PR application I was asked to fill in any gaps since I was 18, which means I would have to list my foreign education. My questions are as follows:

1. Since I didn't list my foreign education in my EE profile to get points, if I list them in my PR application now, do I still need to get an ECA for them?
2. Do I need to list them at all? Can I choose to not list my foreign education and state I was unemployed for that period instead?

List it in your personal history.
 
1. No, you don't.
2. Don't lie in your personal history. List that period as Education.

So that means even if I list them, I won't be asked to get an ECA for them?

Correct. Personal history is a time line of your life. Work history and education history are the highlights you provide evidence of.
