1. Yes, 3-6 month depending on the Province. But you can exchange your US license for a Provincial one with no problems.
 
No, that's not true. The controlling factor is "residency" not "permanent resident status." You keep your U.S. DL until you become a resident of a particular Canadian province or territory, then it varies by province or territory as to when you must acquire their DL. Permanent resident status is not the same as actual residency.

In Ontario it is 60 days now. You can replace a US license easily though, all you need is original valid license and driving extract.
