Now, I agree, when it's been 8 years together and 3 kids, it seems pretty nit-picky to be questioning whether you married just in order to get into Canada - but, apparently, there is a divorce in his past and maybe you didn't think to document the development of your relationship prior to your marriage and kids. Again, nit-picky, but not unheard of.
Another reason could be if the applicant (or a dependent family member) has ever been arrested. There could be questions about the circumstances surrounding that incident that need to be clarified in an interview to determine whether the incident makes you (or your dependent and, maybe by extension, you) inadmissible to Canada. There's no indication in the FOSS notes, though, that this is the case - and, obviously, you would know whether or not that's an issue . . . but this could be another explanation for someone's file being transferred to their inland office before AIP. I suspect that you simply did not include enough information for CPC-Vegreville to easily determine that this relationship meets the "genuine nature" test, so the local office has to go through it with a fine-tooth comb and possibly ask you to an interview.
Edit: Note - their withholding some of the notes for "privacy" issues is normal. If your husband did not sign an authorization to release information, they will withhold any part of the notes that includes information about his assessment - even the entire page where his income amount is disclosed! (We had that happen and it was really annoying - I was the one who filled out all the forms, so I wrote the income amount into them - and I'm the one who pays all of our bills! But they can't release that info to anyone without his permission, so they left that page out of the notes they sent me. And for my sons, who were over 18 when I applied: I had to get access to information statements signed by them to get pages from the notes that included any information/assessment about them.)

In July they did request durther information ie... what i have been doing in canada from the day i arrived last year until present.. Volunteer information, school information etc... It was just a form and there was no indication o providing further proof. they also only wanted the information they requested leading me to believe they were satisfactory with the other part of my application.
As for the evidence i submitted?, i admit i didnt send that much evidence that should have been done being ive been in a almost 10 year relationship with my husband. I submitted about ten photos.. most of our very small wedding abt 8 years ago and a few others.
We also met on the internet which i stated and he stated. and his family all refused to attend our wedding because they didnt like me and thought i was too young. All this information i stated. I didnt lie. I could have easily said he came to Kenya on vacation and we met there .. or we worked together.... but we didnt want it to harm us. o we decided to tell the truth just incase cic caught us in our own lies..
I must admit i didnt send enough documnetation although i had it. I have documentation ie emails and phone records which i kept for memorie sakes and never thougt id need them so bad!. Thank God!. I have tonnes of evidence that i went to my archives for. I also paid the Nanaimo office a visit in person to inquire abt the timings of that office and the officer told me not to send anything until they contact us an she said they will call me and took my cell number. She said they hadnt received my file as yet.
I agree with you Robsluv about the evidence which i immediately suspected as soon as my file was transferred. Its sad that you can be married for along time and have that many kids and still get doubted

As for running ins with the law, i never ever had any running ins. Never been arrested.. never ven for a speding ticket!. Im as clean as a whistle in that area dept!. hubby is 50 and when he was in his 20s he had many run ins!. This was in toronto when he was in college and he did many stupid things. he did every vice under the sunm except murdering someone!. Im even embarrassed and i was jokingly telling him the other day that he was the reason my file has complications heh heh heh ,.
but he paid the price. that was almost twenty something years ago.. hes been clean no run ins for over 25 years now. but if thats the case than that would be what it is.. not me....

No they didnt say if i passed any test. not anywhere is my medicals mentioned though!. which is worrying me a tard..I known its a possibility ill redo them (I did them in january) but if it can be avoided why not??. Come to think of it.. i wonder if they did receive my medicals??. the doctors office said they sent them.. and i trust that they did!... but will wait and see...
Im just excited because they have done my rcmp and csis checks the further along they are in my file the better.. Im just so tired of waiting and just want to get this over with and move on..
