Difficult Case - Multiple Variables TRV

Difficult profile, please advise and thanks in advance.

My SIL is seeking to travel to Canada with new baby (husband will stay home) to visit us.

- SIL's Canada TRV expired in May, 2022. (got when she was single and working)
- Seeking to renew her Canada TRV
- Her US Non-immigrant tourism Visa expired in June (got when she was single and working)
- She is now a stay at home mom
- Need visa for new baby (3 months old)
- Husband got denied 2x for US Non-immigrant tourism visa (both times his consultant screwed up)
- Husband has valid Canada TRV (that he got when he was single - I helped him fill in, no consultant)
- Husband works (he makes more than enough)
- SIL and husband have European trips travel history

Questions:
- How should they apply for Canada TRV for SIL and baby? Should husband be PA even thought he still has a valid TRV?
- SHould they all apply for US visa instead?

SIL needs to be PA. Husband already has a TRV.

I'm not sure I understand your question about the US visa. Are they in the US now or in their home country?

If they all apply for US visa instead, they won't be able to visit you in Canada (unless you meet them somewhere in the border like Peach Arch Park).

Has she travelled to the US in the past 5 years and returned home? How long is she trying to visit? Has her husband visited Canada and returned home? How long a visit? Were the US visas denied after the Canadian one was approved? When was there European travel history? How long does she want to visit? When does she want to visit? What country is she coming from? Have you visited them recently? I see that your mother was recently approved for PGP. Is she trying to travel with her?
