Delay in Biometric Collection due to lack of slots. What option to select in webform ?

I applied for visitor visa for my parents who are in India. They received biometric collection letters with last day of Nov 23. But due to the excessive rush in Indian Biometric offices managed by VFS, we were able to get a slot only on November 30th.

Now I need to fill the webform to inform IRCC of the delay. When I start the webform it asks if your application is processed in an office in Canada or not ?

I applied for my parents visitor visa through the new IRCC portal. My parents are citizens and residents of India, So should I select this application is processed outside Canada ?
