I understand that I need to provide police clearance for every country I have lived in for over 6 months, but how does CIC define "living" in a country?

I spent nine months in Israel, on a tourist visa. I was not eligible to work. I spent that time studying Hebrew on a kibbutz, and then volunteering with the elderly in Jerusalem. I did pay rent for an apartment, but only for about 2 months.

Do I need to get police clearance from the Israeli government, because I was there for more than 6 months? Or does this not technically count, since I was officially there as a tourist?

Yes you do, you were in Israel for 6 months.
