You have to re-create a new application by filling everything and uploading everything again
I am not quite sure if there is. The requirements are straighy forward anyway. For them to send you the invite to Confirm for the portal you just have to reply to the email they sent with the email address you are using for the portal, name, UCI, Application #, etc.
Then when you get the portal invite email, that's when you will submit your declaration of address and upload photo once you log in to PR Portal. Then it will be reviewed and they will send ECOPR thru portal and mail the PR card once the photo is approved.
We replied to all these right away. There is no sense for more delaying I think unless you need to get photos taken again or other circumstances that keeps you from responding promptly.

Not yet. Still in Review by IRCC. It's been 3 days since declaration was submitted. VO office is Calgary.

i got mine within 3 days of application. Did you submit all required documents? have you checked the sponsors email?
Yes we are checking both sponsor email and PA email daily including Spam...nothing since we submitted. Its worrying.
First time we applied inland 2022 September we did not get any messages until 2.5 months later December 2022- it was because we were missing documents and they sent us a letter telling us which documents we were missing. When we added documents and reapplied in Jan 2023 got AOR after 2 weeks. That could be why your AOR is delayed.
I have almost the same timeline up to Pre arrival letter however my PR tracker is saying background check not started. Did you have this and then just suddenly got portal invitation etc?
I phoned and agent said BG not started from what she could see too. They lost my paper application from July 2021 and this is my second application so I just really want this to be over.

Is anyone still having trouble accessing the tracker? I received my sponsor eligibility email on Jan 18 and was finally able to create a tracker account on Feb 1, but the PA is still not able to create one. He received his eligibility email on Jan 28, so I wonder if I need to wait another week or so, so he can create an account. Sponsor account only has details for sponsor application and not the whole application.
I have quick question. Aren't medical examination valid for 5 years?
"We’ve put in place a temporary public policy for immigration medical exams (IMEs) until October 6, 2024.
If you completed an IME within 5 years of submitting your new application, include the IME number (or the unique medical identifier number) from your previous exam in your current application."
