I believe there was a change made to this program in particular around this time... anyone before a certain date were processed under old rules and those after the cut off were processed under the new reform. I read it someone months ago but am looking for it exactly.
 
Yes - that's right. The two application groups are being processed under two different sets of rules - and this is the reason for the difference in processing duration.

It was Bill C-50. Here are the Ministerial Instructions published on November 29, 2008. It changed the whole landscape of FSW applications and cleared/refused approximately 400,000 applications.

Now those that are pre-Bill C-50 are processed under a separate set of rules. In June of 2010, the Minister issued a new instructions and a revised list of occupations that will be accepted (changing the original list from Bill C-50) so there is now ANOTHER set of processing rules for applications filed after June 28, 2010.

Thanks, I knew I had read something and just didn't even put my finger on what it was. But thought I knew it was a change in the program.
