Background checks are normally completed in that situation because they are down by an outside organization not IRCC. Applications can be stuck without final decision if they are in a queue waiting for their turn due to a quota issue.

Congrats on the FD! That's amazing news. Could you please share your stream (Inland/Outland) and which Visa Office processed your application? I'm a mid-2024 applicant as well, trying to figure out the current pace. Hope you get your P1 very soon!

Thanks for sharing the detailed timeline! Quick question regarding your Background Check / Security: Did you ever order GCMS notes during this wait? If yes, do you happen to know when your Security check actually started or went into progress? Trying to see how long the background stage takes for Quebec applicants these days.
Also, did you do anything to push the file (like contacting an MP or raising webforms), or did it just process naturally on its own?
 
Ive never ordered notes or check the tracker actually, i have a representative so he told me i got final decision thats how i know.
I also never called MP either or even IRCC. If i dont get my eCORP by August which is the estimate date based on IRCC Procesing times then i will start calling but for now ill rather just chill and wait,

That makes total sense, glad you had a hands-off experience! Since you had a representative handling everything, do you happen to know if they ever raised any webforms or sent official inquiries on your behalf during that wait (especially after your medical expired in Sept 2025)? Or did your rep also just let it process completely naturally without any follow-ups?
