Based on a conversation I’ve had with an acquaintance that worked at IRCC, at this stage, our file is usually completed and sitting in a pile and we are just waiting because of the quotas imposed by Quebec.

Background checks are normally completed in that situation because they are down by an outside organization not IRCC. Applications can be stuck without final decision if they are in a queue waiting for their turn due to a quota issue.
 
Yes monthly or approximately monthly. The goal is to slowly approve people over a year versus approving as many as waiting at the beginning of the year and exhaust the quota for the full year.
