Yes, my partner/sponsor got the same letter. Here's what we got:
Dec 2014 : mailed sponsorship/PR app & received
27 Feb 2015:
"confirms that your Application to Sponsor a Member of the Spouse or Common-law Partner IN Canada Class was received by CIC on 2014/12/29...."
followed by requesting the CSQ. But the French version does not mention "Inland" or "in Canada". My partner called CIC and confirmed that it was an Outland application.
9 Mar 2015:
"This refers to the Application to Sponsor a Member of the Family Class . . . You have met the Federal requirements for eligibility as a sponsor. Accordingly, the Application for Permanent Residence for your relative(s) has been forwarded to a visa office abroad for further processing...."
followed by requesting the CSQ.

This refers to the Application to Sponsor a Member of the Family Class . . .
We are writing to you today as our records indicate that you received correspondence issued to you on February 26 and/or 27 2015 in error.
The Case Processing Centre - Mississauga (CPC-Mississagua) uses an automated mailing system, which on February 26 and 27 2015 mistakenly issued you this correspondence.
Please accept our apologies for this error. The processing of your application has not been affected by this error.
The CPC-Mississagua has been in contact with the MIDI and has alerted them to this situation. You should not submit an applocation for a CSQ based on the correspondence dated February 26th or 27th. If you have already submitted your application, the MIDI will be contacting you shortly with further information.
The last two bolded statements were bolded in the letter we received (all by email to the sponsor).
I'm really thankful that in between the error and the correction we got Sponsor Approval, so the error/correction email don't worry us too much.
