Really depends if they are able to enter the US, whether person is taken into custody in the US and whether they are deported or kept in immigration detention in the US. If they claim asylum in the US that can also impact their case in Canada.

If they went through the US to get to Canada, yes. They need to meet exceptions.

If they are able to. Getting into the US and getting released by ICE will likely be impossible unless you claim asylum. Not everyone who claims asylum gets released or gets to stay in the US. Your specified plan is much harder than you may think.

That’s their plan so warning that Canada has be one more strict with people applying for asylum in the US then coming to Canada to claim asylum.
