Creating 2nd EE profile after 1st one was found ineligible

Hello all,

1. I tried applying for PR through EE on April 27th, 2019 through IRCC website, but I received a message saying that I am not eligible to apply through this program. In my IRCC portal, I don't have UCI number but do have a EE Profile number.
2. I am again creating new profile for EE as I will be eligible this time.
3. Also, I haven't applied for IRCC for any other visa or anything.

While creating new profile for EE, what to answer for below question under Immigration History and Citizenship:
"Has (XYZ) applied to Immigration, Refugees and Citizenship Canada before? (required)"

I'm not sure what to answer for above question. It would be great if someone could help me with this and share your knowledge. Thanks a lot in advance.
 
Thanks a lot for your response. I thought any EE profile created, submitted and found ineligible after submitting meant that we applied to IRCC before. Again, thanks a lot again for your answer. Will go ahead with a "no" for the above question.
