US Citizens have one additional option that can be pursued at the border if they decide to refuse you because they don't think you are going to leave: you can apply for a "Temporary Resident Permit" (TRP). This is not a visa, but rather a discretionary document that permits someone who is inadmissible to enter Canada despite the inadmissibility.

OP 20 "Temporary Resident Permits" has a section on "Early Admission" (5.15) that covers this instance:

This is discretionary permit but the case of a spouse coming to Canada is one in which it would normally be issued. There's a $200 fee for this application and you do need to be prepared to show that your application only requires "routine processing steps". It is not something you ask for up front - it's something you ask for when you think they're going to refuse you.

They can also be requested from a visa office abroad (again, only US Citizens have the ability to apply at a POE, everyone else must go through a visa office).
Thanks computergeek, that is awesome information to have handy in case that they would try to deny me entry. I will be cutting/pasting this and printing "just in case".

UPDATE:
Our MP has just found out that, yes, our PPR was sent May 8 and it never got to us. They are submitting the pp copy for us and things should start moving now. If we hadn't ordered out notes a month ago, we would still be waiting and never have know that something had gone wrong. Grrrr... sounds like we should have had COPR in hand by now.

So here is my advise to ALL applicants....spend $5 and order your GCMS notes a few times during the process!

Oh wow. Did you provide an e-mail address and the e-mail never got sent? Or did they send via snail mail?

Yes, they had an email address for my husband (and mine as well), but all they told our MP was they "couldn't tell how it had been sent"... that leads me to believe it was either sent to an incorrect email address or someone forgot to hit the "send" button. I am so glad we ordered the notes or who knows how long it would have taken for someone their to figure out our file sitting in limbo waiting on a passport copy that we didn't know had been requested.

My husband received his passport request today! :D He can go to the embassy tomorrow and pick up his visa. We're sooo happy and excited that it only took about 6 weeks to process after receiving our app. and winning appeal. We were told it could take one year, but this info. was definitely incorrect. What a relief to be finally finished after all these years! I'm still in shock. :o

Very happy for you! Very very happy!

Thanks for the info. Looks like the January cases are just getting some movement so I'll just have to be patient and hope that all is ok. Hard to be patient!!!

YIKES!!! My wife just got an e-mail today:

--------

This is in reference to your application for permanent residence in Canada. In order for us to continue the processing of your application, we require the following documents:

Ø FBI Clearance: If your residence period in the USA has been six months or longer since the age of 18, provide an original FBI clearance certificate This must be received at this office by: 09/09/2013

Ø Police certificate: If your residence period in any country (excluding Canada) has been six months or longer since the age of 18, provide an original police certificate This must be received at this office by: 09/09/2013

----------

The thing is that WE DID SEND THE ORIGINAL FBI CLEARANCE LETTER with the application!!! DID THEY LOSE IT???

I am so depressed now.

And why the Police certificate? Since the age of 18, she has only lived in the USA. Does the FBI Clearance not count??

Perhaps it has expired and they need a new one. Sometimes if they expire they don't request a new one, sometimes they do.

The police certificate counts IF she has lived anywhere else.. it's just formality they have to say.

It's possible or it's expired. Go ahead and mail in the passport and let them know you've requested a new clearance and will send it when you get it. You can wait until you have both, but do not wait 60 days to contact them!

Congrats!!!!!

It counts as PPR too if they send that document request?

I would send it anyway. If that's what they're asking for, it means they need it to issue the visa.

Omg all you mid-January people... I'm so jealous!! *face desk*

Soooo disappointed... :( :(

The FBI letter was dated 12/21/2012. I thought I had 3 months to mail in my application and it was received 1/16/2013.

I do have a scanned copy but I know they want an original. I guess trying to convince them that I did send it in is a no-win situation for me.

I will go ahead as you recommended. Send in PPR and the scanned copy and tell them she will redo fingerprints and get another FBI letter and send that in separately.

Thanks for the congrats... though I am feeling quite down right now... :(

btw - I don't need a separate police clearance in addition to the FBI letter, do I?

Thanks a bunch

Being only in America, nope. Just FBI.

And I'll probably get a request too... mine was set to expire one month after sending if it was a year long before expiring, and if it's 6 months, I sent an expired one lol But I explained my reasoning being as they didn't open my original application package for 6 months. My meds expired in April so there's a chance I'll be asked for that too -_-

I'm wondering if it is because my wife changed her name on the passport after submitting the application (to her new married last name). We submitted a copy of her new passport to CPC-O via e-mail. Did that screw things up I wonder?

Has your spouse every been in Canada for 6 months or more? If yes they need a RCMP check....also any other country your spouse spent more than 6mnth.

Don't be depressed I just went through a similar thing. We didn't include the correct FBI check and had to resubmit it...took 4weeks and I sent it off.just get on it now so you can meet their deadline
