Hi All,

Below is the information regaring the CPA (Ontario) if any qualified accountant want to enroll in it. I would highly apperciate the comments and feed back from the members who are enrolled or willing to do so in near future and have some additional information regarding CPA (Ontario)..

Member of an Accounting Body Outside Canada - Become a CPA, CA
If you are a member in good standing with an accounting body outside Canada you may be eligible to register with the Chartered Professional Accountants of Ontario (CPA Ontario) as a Student under the Accounting Body Outside Canada membership pathway.
Please note: If you are a member in good standing of a Recognized Accounting Body, Recognized State Board of Accountancy or Reciprocal Membership Body, you may be eligible for reciprocity with CPA Ontario. Please refer to Regulation 6-2, Applicant Registration, pages 9-12 for a list of these accounting bodies.
Eligibility for Registration as a Student:
In order to qualify for registration as a Student under the Member of an Accounting Body Outside Canada pathway to membership, you must have a minimum of three years of accounting experience and be a member in good standing with either:
•a professional accounting body outside Canada that is a Member Body in good standing with the International Federation of Accountants (IFAC) at the date of your application for registration; or
•a professional or regulatory body or authority for accountants or auditors in a country other than Canada that has been established by statute to qualify, certify, regulate, license or authorize individuals to practise as accountants or auditors in that country.

How to Register
To register as a student under the Member of an Accounting Body Outside Canada pathway, please submit the following:
•International Candidate Application Form
•Certification of Membership Form (Appendix I of the International Candidate Application Form contains these forms). This must be completed and submitted directly to CPA Ontario by your accounting body. This form confirms that your membership is in good standing and the method by which you obtained membership.
•International Candidate - Application for Registration
•Fee Remittance - see details below;
•Proof of legal name - satisfactory evidence of legal name includes a copy of any one of the following: birth certificate, passport, both sides of a Canadian citizenship certificate card, landed immigrant papers or baptismal certificate. If the name under which you are applying to register is different from that which appears on the document submitted as proof of legal name, a copy of the document supporting the change of legal name, endorsed with “this is a certified true copy” signed and dated, is required;
•Chronological résumé listing all work experience; and
•Letter(s) of good standing from all other professional accounting bodies in which you hold membership.

All documentation must be provided in English. You are solely responsible to have documents officially translated if necessary.
Please take note that your application will not be considered complete until such time that all information and documentation, as noted above, has been received. It is the responsibility of the applicant to ensure the application is complete and accurate and is received by the Registrar.
Admission to Membership
As a member of an eligible accounting body outside Canada, you are automatically exempt from the requirement to successfully complete:
•the Staff Training Program; and
•48 of the 51 credit-hours of prescribed university courses.

You will be required to complete the following:
•an approved course in Canadian Business Law
•the Core-Knowledge Examination (CKE) or the successor requirement(s) prescribed by Council
•the School of Accountancy (SOA) or the successor requirement(s) prescribed by Council
•the Uniform Evaluation (UFE)
•the prescribed practical experience requirement

Please note that the CKE and SOA will not be offered after July 2014. Students who have not successfully completed the CKE and/or the SOA by July 31, 2014 will be required to complete the successor requirement(s) as prescribed by Council.
Students registered under the Member of Accounting Body Outside Canada category may apply to CPA Ontario for one or more of the following exemptions:
•an approved course in Canadian Business Law;
•the CKE or the SOA or both the CKE and the SOA;
•the prescribed practical experience requirement (full or partial exemption)

If you wish to apply for an exemption from the CKE and/or SOA, in addition to the registration documents noted above, you are required to submit a self-assessment.
The Registrar will make a determination in respect of any exemptions requested in accordance with the Guidelines for Assessing Competencies of Students adopted by Council.
Please note that no exemption is possible from the UFE.
Once you have successfully completed or been exempted from the requirements for admission to membership, you are eligible to apply for admission to membership as an Associate Member in CPA Ontario. Associate Members are awarded the Chartered Professional Accountant and Chartered Accountant designations and are therefore entitled to use the initials CPA, CA in the manner prescribed in Regulation 4-7: Issuance and Use of Designations.
The Prescribed Practical Experience Requirement:
Students are required to complete three (3) years of prescribed practical experience in an Approved Training Office (ATO) during which time specific competencies must be met. By registering under the Member of Accounting Body Outside Canada pathway, you may apply for a full or partial exemption from the prescribed practical experience requirement by submitting a Practical Experience Certificate for Internationally Trained Candidates for each of your former employers and your current employer. Appropriate third party verification is required.
The determination to be made is whether you have acquired, as a result of your professional qualification(s) and previously acquired experience in accounting, the depth and breadth of competency development required at the time of admission to membership established by the CA Practical Experience Requirements (PER).
Public Accounting Licensing
Admission to membership in CPA Ontario and the granting of the right to use the designations Chartered Professional Accountant and Chartered Accountant and the initials, CPA, CA, in Ontario does not automatically qualify a Member to be licensed as a public accountant. If you seek to be licensed as a public accountant in Ontario, you must fulfill the specific requirements of Regulation 9-1: Public Accounting Licensing. Refer to Public Accounting Licensing for more detailed information on obtaining a public accounting licence in the province of Ontario.
Timeline
It takes an average of 2.4 years from the time a complete application is received by CPA Ontario, for an applicant registered under this category to complete the process leading to admission. This time frame is largely determined by whether you apply for and are granted exemption from some or all of the three year prescribed practical experience requirement.
If an exemption is being requested from the education, professional program or practical experience requirements: upon receipt of a completed application for registration, an individual will be informed within eight to twelve weeks of the Registrar's decision on registration.
Fees
Individuals applying for registration as students are required to remit a total fee of:
•$429.40, if the application is received by CPA Ontario between January 1 and June 30; or
•$271.20, if the application is received by CPA Ontario between July 1 and December 31.

The fee amount includes HST and must be remitted by credit card or by cheque made payable to Chartered Professional Accountants of Ontario. The total fee consists of the following:

$280.00 CPA Ontario Student Registration Renewal Fee (full year)
$380.00 Total Registration Fee before Taxes

*The Registration Fee plus applicable taxes is non-refundable.
A complete listing of dues, including examination fees, can be found in the Schedule of Dues in Regulation 4-2: Dues.
An Applicant/Student may be responsible for additional costs imposed by external parties. These costs are not levied by CPA Ontario and are beyond CPA Ontario's control. Therefore, CPA Ontario is unable to advise Applicants/Students of the total gross or net costs (after taking into account reimbursements or other subsidies made available by external parties) of the registration and qualification to membership processes. All costs levied by CPA Ontario have been approved by Council and are found in Regulation 4-2, Dues.
Appeal Rights
A decision of the Registrar not to register or reregister an individual as a Student or to deregister a Student may be appealed by the individual or Student to the Membership Committee. The parties to an appeal are the individual appealing and the Registrar. The appeal shall be conducted in accordance with the Rules of Practice and Procedure. The decision of the Membership Committee is final.
Decisions relating to exemptions from the Canadian business law course, the prescribed practical experience requirement, the CKE and/or the SOA are eligible for a review. Reviews of these decisions may take place upon request and if additional or new information is provided.

Information for ACMA's (Pakistan)
Please note that ICMA Pakistan was having a MOU with CMA (Ontario) which is no longer there. Now you have to submit your documents to CMA for the assessment. So the best option is that, "Don't go to CMA as they are merging with CPA" and try to go directly to CPA (Ontario). If you will ask CPA (Ontario) for any MOU with ICMA (Pak), they will tell you, "No" we don't have any MOU with them and you need to submit your documents for the assessment. Then you have to tell them you are coming under the stream of Internationally qualified accountants and want to get registration under CA/CPA program which is available till February 2015. Then they will direct you to the above procedure which I am listing below again. You need to file the below documents with them for the registration purpose:
1. International Candidate Application Form.
2. Certification of Membership Form (Appendix I of the International Candidate Application Form contains these forms). This must be completed and submitted directly to CPA Ontario by your accounting body. This form confirms that your membership is in good standing and the method by which you obtained membership.
3. International Candidate - Application for Registration
4. Fee Remittance - CAD 429.40
5. Proof of legal name - satisfactory evidence of legal name includes a copy of any one of the following: birth certificate, passport, both sides of a Canadian citizenship certificate card, landed immigrant papers or baptismal certificate. For the requirement number 2 you can contact Mr. Asim Khan in ICMA(PAK) Karachi office and he will send it to them through e-mail and regular mail. You may start the procedure right now if you got the visa's as they are accepting the scanned copies of the forms as well.
In the next post I shall mention the paths and papers which you may choose to get the qualification of CA & Or CPA.

And also, do you have any info about the candidates who are eligible for CARE exams. Will it be offered in 2015 and onwards? or to be discontinued after the proposed merger with CMA / CGA.

This information should be available on there website but I have received it through the email. After Feburary 2015 they will offer only CPA designation and the route to get this designation will be long as compared to the current one. And it seems afterward students have to appear in more papers as compared to the current route. Please note that still they are in transitional phase and there are few confusions regarding the next phase. I met the concerned staff there twice and once even with the director but still they are not sure about the future programms or they don't want to let me know. Any how if you will send me your email address I shall forward you the current route map to acquire CPA/CA designation.

They need it. I shall put the total details once they will provide me the update regarding my admission. The experince letters and self evaluations are required to claim the exemptions from CKE, SOA and 3 years practical experience requirements. Those are not required at admission stage, Once you registered as a student then you can submit these documents to claim the exemptions.

One important thing which I forgot to mention that the Charterted Accountants from Pakistan & India (Members of ICAP & ICAI) can directly get the designations of CPA/CA with out appearing in any exams provided that they have suffieciant experience. If registrar will not be satisfied with their experience and self assessment then they may have to go for UFE exam.
