I think I know what happened. OP's friend probably just went through the first check point, and they didn't go to immigration department to finalize the landing process after that at the airport. And they just left.

Mine and my dependent's (wife) COPR expiry is on Dec 7th. Is it okay if any one of us does the soft landing to maintain the status or should both do the landing ?

You, as the primary applicant, have to land before the expiry date. If you don't land, no one can land.

If you land before the expiry date but some or all of your dependents don't, you will need to spnsor them from scratch and it will take approximately a year. You will need to be living in Canada when you sponsor them.

I am planning to fly out of Ontario after validating COPR, wait for PR Card and return again.

Yes, you can get the COPR processed at an international airport when you arrive from outside Canada. It doesn't need to be a land border.

Could original poster please post final update of what happened to that individual who didn’t present CoPR? Currently going through the same situation with my mom.
