My grandparents, who are in the Philippines, were sponsored by my uncle for Permanent Residency, and they received their stamped passports last February with "Immigrant" status on them, valid till December 2025. However, they never received their COPR, nor received any email of any sort for instructions. We are unsure whether they can land in Canada with the visa stamp itself and receive the COPR at the port of entry, or if it will be required for them to have the COPR prior to landing. Any help or idea about this will be of great help, thank you so much!

Unless something has changed, they should have got COPR - contact the visa office.
