I would contact IRCC and see if you can be classified as essential since you have a COPR. No harm in asking. I wouldn't book a flight until you hear back from them. And it might take a while to hear back since I think they are being flodded with email. There's an email in the link below.

According to the below notice, Permanent resident applications approved before Mar 18th are exempt from Travel restrictions.

I booked my Air India flight via the Vande Bharat service for 20th May and will be coming to Canada. You can do the same.

Yes - you fall under the exemption. However per the flight details, you must also prove your travel is essential.

Only PRs and citizens can travel without showing their travel is essential.
What about those who applied through family class sponsorship, and were approved with a valid travel document after March 18? They are spouse of Canadian Citizen and would be travelling for non-essential travel (reuniting with family)? would they fall under travel exemption?

Hello.
My nationality is Indian and i currently am in India.
I received my COPR in November 2019. My flight to Canada was booked for 25th March 2020. I delayed my flight because i wanted to assess the situation and the flights were grounded in my country.
However, recently, there are evacuation flights that are happening from June 9th to June 31st. It is for Citizens and permanent residents. However, i cannot find the information whether COPR holders are eligible for these evacuation flights called "Vande Bharat Mission."

I am sure there are plenty of people sailing in the same boat as me and going through the same confusion but cannot find the answer. I would be grateful if someone could help me out? Are COPR holders eligible for these flights or not?

Under the details for Canada, we have the below clause:

Travellers who are not in one of these categories are NOT eligible to travel unless they meet
travel restriction exemptions AND their travel is deemed non-optional and non-discretionary.

Detailed eligibility rules and criteria to enter Canada can be found

Please note that final determinations of eligibility to enter Canada are made by Canada
Border Services Agency at the port of entry to Canada

The below document clearly mentions that applicants who have had their PR applications approved on or before March 18th are exempt from the travel restrictions. I received my CoPR on 1st Feb.

Since the authority who makes final decision is IRCC and IRCC has already notified that under their rules I am free to travel to Canada, the authorities at Air India should not have a problem with letting me board the flight.

I will have all the documented proofs with me when I show up at the airport to prove that I am allowed to travel to Canada.

1. Actually it is CBSA who makes the decision as to who will fly and who will be admitted.

Yes you are correct. The CBSA is letting immigrants into the country based on the travel exemptions provided right?

I think the bigger worry for people who are in the same situation as I am is whether we would be allowed to board the evacuation flights and reach Canada.

Can someone please confirm if you were allowed to travel on a CoPR on Air India evacuation flight to Canada ? Please confirm as it is a bit urgent.
