Am a Congolese once in canada am I able to apply for refugee I applied for TVR am still waiting for a decision. If it's approved can I claim asylum in Canada?

Yes - you can claim asylum. Make sure you have strong grounds for claiming asylum and proof to back up your claims.

You need proof that you yourself are in danger / have been threatened / have been victimized or attacked. If you simply provide general proof your country has a conflict, it's unlikely your claim will be approved.

The moratorium doesn't guarantee that you will be granted refugee status in Canada. It only suspends deportation temporarily to the DRC (providing there are no criminal charges or human rights concerns regarding your case, in which case they can deport you to DRC). If you expect to succeed with a refugee claim, make sure you have solid proof as stated by Scylla before you apply.

That information may help to support your claim. But the most important thing is to demonstrate how you yourself have been personally impacted.

It's fairly common knowledge that there are issues in the DRC. Showing them videos of what they already know about the situation there may provide support, but you really need to have the proof it is directed at and affecting you (and/or your family). Without strong supporting proof, you risk years in legal limbo in Canada if your application is refused.

Do you have police records reporting the attacks? Do you have hospitalization records?

If your claim was refused, and if there are no extenuating circumstances that would allow them to deport you immediately, you would be stuck in Canada with no status. You would probably receive a work permit, but would like have to report to immigration regularly. If the moratorium on DRC was removed, you would be deported immediately. You would have limited rights in Canada.
