Confusion about applying for Open Work Permit

I hope someone can help me clarify this... If my husband is applying for PR inland, I know that we can submit the application for the open work permit with the PR application. But, I've heard of some people getting refused for the work permit. If this happens, does that make him overstay his visitor visa? Or do they automatically renew the visitor visa if the work permit is refused? I'm just not sure how exactly this part works, and don't want to do anything wrong.

Send an application to extend the visit visa as well. The first stage approval can take 6-8 months and he would not get the work permit until then so applying to extend the visit visa will keep him covered for that time.
