It lists Mississauga, and it lists buffalo! I know it goes to Mississauga first but I want my visa office to be buffalo, which one do i choose?!
 
Are you from the US? Have you been admitted or given a visa to the US or Canada for at least a year?
Then you have the option to have it be processed through Buffalo. Just be certain that if you aren't from the US or visa-exempt that you have a valid visa to travel to the US in case they ever need you to attend an interview in Buffalo.

When you send it to Mississauga, after they are done processing the sponsor's portion they will then send it to Buffalo for the rest of the processing.
 
Im from the US but im the principal applicant my wife is the sponsor and she lives in Canada I was asking for her. its outland, so she should choose Mississauga as the processing centre?
 
Just to be clear here... when you say "it lists both", what is this "it"? If you mean what to choose on the forms, it's Buffalo. If you mean paying online, you have to choose Mississauga.
