I shall get an offer from a company that is based in the US and does not reside in Canada. So for this, they will put a payroll partner that is DEEL in order to hire me, and on the offer letter, there will be no name of the main company for which I’ll work but only the name of DEEL which is in Canada. Does this fulfill the rules of employment in Canada which will be further counted in the Canadian experience class?

There is no black and white answer to this question. It may work or it may not work. If you go down this path, you must be prepared for the risk that IRCC will say this does not count as Canadian work experience and you should be confident you can qualify and be selected for PR without counting this as Canadian work experience. If you're not confident that you can get PR without counting this as Canadian work experience and PR is your priority, then find a different job with an employer who is actually in Canada.
