Concern letter from BC PNP

Hi, i am PR applicant under BC PNP paper based process, Yesterday i received a Concern letter from BC PNP stating that i did not made attempts to apply for work permit after PNP approval by BC. instead i apply directly for PR. i have been given 15 days to reply and justify. Has any one received such letter from BC PNP in 2022.
If yes, then how to prepare a reply to justify for not applying for Work Permit.

Can you confirm that you are outside of Canada? I assume that's the case?

What is the honest reason why you didn't apply for the work permit? Typically the best way to answer is using the honest reason why.
