Co-op work permit issued but study permit extension still pending (in-Canada) — normal?

Applied inside Canada for a study permit extension in October 2025. My program (public DLI) has a mandatory co-op.

I received a physical co-op work permit by mail (valid to Dec 2026), but my IRCC account still shows “Final decision: In progress” for the study permit extension. No decision letter yet.

Has anyone had the co-op permit issued first and the study permit extension finalized later?

How long did it take, and did you wait or send a webform?

Yes I know, but is it normal for them to have issued the Co op permit before the study permit? Cause I was expecting to receive the two permits at the same time.
