Closed WP to PEQ

Dear All,
My current situation is a little complicated. I have been in QC on a closed WP (LMIA exempt) for almost two years and will be eligible for PEQ in December, however my current WP expires in March 2023. My employer would like to make me permanent but can't without PR and can't extend me beyond Dec 2023 due to a hiring rule that states contract employees must take a 2 month break in employment every 3 years before they can be hired again. I'm told this is to prevent people remaining on temporary contracts indefinitely. If I take a 2 month break in employment after Dec will I still lose my status (SIN, health card, daycare) if I have an PEQ application in progress by December 2023?
