Seek clarification regarding a recent communication I received from Immigration, Refugees and Citizenship Canada (IRCC).
I am a protected person who has been living in Canada with my children as dependents for more than four years. I applied for permanent residence on September 1, 2024, and included my spouse who is currently outside Canada—as a dependent in the same application.
Today, I received a Pre-Arrival Services invitation letter from IRCC. While I understand that this type of letter is generally considered a positive step in the permanent residence process, I noticed two points that caused concern and confusion.
First, the letter was issued under my (applicant) UCI number rather than my spouse’s, even though my spouse is the family member currently outside Canada. Second, my understanding was that pre-arrival service invitations are typically issued to skilled immigrants or applicants who are outside Canada and preparing to enter the country for the first time. As a protected person already residing in Canada, this made me question whether the letter was issued correctly or whether it was sent automatically without considering my specific situation.
I respectfully seek clarification as to whether this is standard practice by IRCC for protected persons who are principal applicants, or whether it could indicate an administrative error in the processing of my application.

. I may received letter or not and the remaining steps are usually medical (mine is expired), background, and security checks. Once background/security is complete eCOPR (electronic Confirmation of Permanent Residence) and PR card is mailed.
