1. They are not legally obligated to, but some may.

Depends upon your job. Some unionized jobs do provide it but only for half a day and you are obligated to return on active duty after the day. If unionized, check your collective/bargaining agreement otherwise talk to HR to find out.

Yes the Employers have to allow official time off to the employees for attending a Citizenship Ceremony, the excerpt from the government portal is as follows alongwith the link to the page.

1. Rights outlined in the Code under personal leave
Employees have the right to a leave of no more than five days per calendar year to heal from an injury or illness, take care of health obligations for any member of their family or care for them, take care of obligations related to the education of any family member under age 18, manage any urgent situation that concerns them or a family member, attend their citizenship ceremony under the Citizenship Act, or manage any other situation prescribed by regulation.

You’re jumping the gun . The Canada Labour Code which was the link provided ONLY applies to individuals under federally regulated industries
You have to check in the link whether or not you’re employed in one of these industries

https://www.canada.ca/en/employment-social-development/services/labour-standards/reports/code-summary-3.html

Federal labour standards apply to employees working in a federally regulated workplace – workplaces under the legislative authority of the Parliament of Canada.
