I was sent on Oct 13 and delivered on Oct 16. CIC stuff signed the delivery. That's how I know the precise day and even time.
Looks like, right now they are catching up with applications received on the same dates.

Hey guys just an update, so i got a call back from my MP. So the Sydney CIO sent a message to them, they’ve located my file and they haven’t opened it yet. So hopefully they finally understand it’s time to open it
