I think for inland applications background check starts before review of eligibility and for outland applications review of eligibility starts before background check.

i hear that they request pcc before doing that I maybe wrong

Submitted documents on Feb 20, 2017 under CEC category and received the acknowledgement on same day.
Status was changed on March 23, 2017 which I mentioned above. After this, there is no change,

I did not call any number just did the following:

You will be using Principal Applicant's Information:

1. Go IRCC website, www.cic.gc.ca and search My CIC
2. Select Permanent Residence > Family Class (Spouses)
2. Application Number and Family Name - Copy/pasted application number from email (including the F) and entered PA's last name. If you don't have App Number, use Family Name, Birthday, Place of Birth
3. City of Birth - I entered 1 space (hit spacebar once)
4. Country of Birth - Selected PA's country of birth
5. Passport Info - Did not enter any passport info
6. Other Application Info - I put '1' as the number of members in the application because it is only my husband as PA no dependents.

I think that's how it is. My back ground check started almost a month ago. Still in process. My eligibility has not started

Thanks for replying. But people who have submitted along with me got Passport request one month back. So wondering whats happening here.

try to put 2 in persons in application including your sponsor.
in my case I put 3 since i am being sponsored and have 1 dependent child in the application.
