to find anyone who will be held accountable for all this.
I think it was a very rare occasion. You'll need to either get another report card, I think it's possible, but you might have to pay for it, or use the second copy that you got after the test. In any case, since you have all the documents ready, just bite the bullet and resubmit, it's highly unlikely you'll have any kind of similar experience, and if indeed all the docs are there, then it's just a matter of time for you to go through the whole process.
also, perhaps today is the day you should buy a lottery ticket, since you were that unlucky with the application, perhaps the luck will even out.
hang in there. I had to resubmit my application too, but it was the credit card, "mastercard" decided my card was compromised and reduced the transaction limit to $400 or something. No matter how I begged them, they would not raise it, so my fee didn't get processed and the whole application came back. I was pretty upset, but now it's in the past. I resubmitted immediately after I received the application back. So check everything, resubmit and good luck!
