CIC refunded Fee !!!!

Hello Guys
I have a question for a friend.
His timeline
Positive LMIA : june 2015
ITA received : June 2015
Docs submitted : July 24 2015
Automated AOR : july 24 2015
Credit Card Got charged : july 24 2015
ECAS : Eligibility under review.

But for some strange reason CIC returned back his fee in credit card on August 25 2015 and he has not received any kinda communication(like letter or email about need of more document) from CIC and in his mycic account ECAS is still saying eligibility under review..
So what to make of it? Is he gonna get back his application or something?
any suggestions guys.. is something like this happened to anyone??

This might be system glitch especially that there is a message on CIC site that they experience some issues. I suggest him calling CIC and try to get a reason why this happened, or maybe by Tuesday he will get the explanation letter on his myCIC

I hope you are right it could be system glitch.
He has done called CIC and they told him to send an email and they will reply within like 25-30 business days.
