It appears that there is some confusion in the understanding of the processing times posted on the CIC website.

It is stated that the time posted,e.g. for CEC PR 80% of the applications were processed and decided within 12 months. Some understand this to be the average time. This is not correct and the chances that ones application will exceed 12 months is only 20% which is fairly low. So it is obvious that those whose applications have gone beyond 12 months should be 1 in 5 people, however, from what "appears" from this forum many more people are going beyond 12 months. As the 12 months is what happened in the year 2013/2012, this 12 month figure may be well short of what a current applicant should expect. Also, CIC states that the figure is updated every 3 months so the site should be showing the 80% figures for the first 3 months of 2015 (Jan, Feb, March). Only this figure will give applicants a true estimate which they can then use to make decisions, arrangements, etc in their lives.

I called CIC last week. And they clearly mentioned that the processing date is from the date when CPC-OTTAWA received the application. So it means it is after AOR.

Ottawa does not receive applications straight after AOR, it can take months, mine went to Ottawa 4 months after AOR

Does that mean that people who submitted their application to Sydney (for instance) will have a delay compared to the ones who sent directly to Ottawa?

The link below is an updated April 2014 Applicants list.

As of recently only 27% of applicants have been approved - this is far from 80% and these April applicants are the "12th month applicants".

I feel the time to process 80% of the applicants at the present time would be around 18-20 months - just a guestimate looking at some past databases on this forum, hearing from people and also looking at the progress on Trackitt.

Any others with any views please express yourselves.

The question to be asked is who is processing the EEs, is the work load shared by the existing VO's and processing staff, if it is then there is no way the old CEC applications will be processed in the same time as in the 2013/14 era.

I really don't think CIC is lying to us with the processing times. Its just not in their interest and would just cause them more problems. I would think that its a true statistic that is based on what they have done and not an estimate.

So you mean to say, for ALL Sep applicants to get PR only 4 months are remaining, correct me if I am wrong ! ! !
and for Aug Applicant its only 3 months???
