that's not true at all. we engineers are indeed smart, but you could've taken any programme here in canada (obviously in english or french) and that would suffice, without any further need for testing etc. seems like the question above's answer is Yes, if the programme was in english. though maybe, like most of the time, if you're asking, you already know you don't really meet the requirement and are hoping that someone on the internet convinces you otherwise, though.

Regarding the police certificate, my country does not allow for representative to apply. So can I apply for citizenship with an explanation letter, and provide with my police certificate on interview?

I submitted copy of all the certificates( High school, Graduation and Post Graduation) and it was enough to get the application approved. Got our DM on 14th September. No IELTS or CELPIP or anything. If she is not fluent during interview , she may be asked for further documentation.

How do you know it's per calendar year? Correct me if I am wrong but nowhere in the rules does it talk about the calendar year bit; it just talks about 183 days or more in the previous 4 years, no? What am I missing?

It is 183 days in a single year. For example, for 2016, if between 1-Jan-2016 and 31-Dec-2016 you stayed 183 or more days in one country, then you will need a police certificate. If you stayed 90 in X country and 95 in Y country between 1-Jan-2016 and 31-Dec-2016 you do not need police certificates for either country, but if you stated 183 or more days in country Z between 1-Jan-2016 and 31-Dec-2016, then you do need a police certificate for that country.
So I stayed in the US from Sept 1, 2015 to Jan 6, 2016 (127days or 131 days with another small trip) and again from Feb1, 2017 to April11, 2017(69 days). I do not need police certificate from the US because it's less than 183 days each year, right? Thank you! @cempjwi

You require Police Clearance Certificate.

don't spread false information here: it is clearly stated on CIC website that is 183 days in the last 4 years in 1 country

Not true....

You need Police certificate if you stayed 183 days in a country in the last 4 years.

Spyfy. I will not be able to provide a police certificate because I should have a friend in that country which I don't. Unfortunately, they don't issue this in UAE embassy. !!!!

What should I do?

If the only reason why your results aren't valid anymore is their expiry, you can still use them for citizenship. If, on the other hand, the results were actually cancelled by IELTS (e.g. because you were caught cheating) then of course you can't use them. Not that I think that happened. Just want to point out the technicality.
