I am going to be travelling then. Is it a problem if I ask a friend in another province to mail it for me?

Who mails the application is not the problem. However, note that if you are out of Canada on Oct 12 but "signed" the application on Oct 12, that might later raise suspicions when they check your border crossings because how could you have signed the application if you were out of country? It is unlikely that they will care, but possible.
 
If I were you guys, I would pay the fees today. I am doing it now for me and my husband. I am almost 100% sure IRCC payment system will go down at some point considering the influx of citizens-wanna-be like myself :)
I wouldn't take the chance, if they see something dated before Oct 11th, they might deny your application.
Personally, I don't wanna take the risk.

Do I need to do IELTS again? I had already done it back when I was applying for PR. Most definitely expired.

If the only reason why your results aren't valid anymore is their expiry, you can still use them for citizenship. If, on the other hand, the results were actually cancelled by IELTS (e.g. because you were caught cheating) then of course you can't use them. Not that I think that happened. Just want to point out the technicality.

How far does the visitor status count before the application date? I have visited Canada as a visitor in 2000 for a month and I became a PR in 2014. I am planing to submit my application in Jan, 2018. Does the month I stayed in Canada in 2000 count?

I agree with Marceau here. Also, it is very far-fetched to assume that the payment system goes down. Every second, thousands of payments are processed by the internet :-)

Nothing that is more than five years ago counts ever. Under no circumstance.

Hello. I will be 54 in July 2018 and that's when I plan to apply for citizenship. Does this mean I don't have to write the test nor prove English proficiency?

I think the key thing here is before the forms are updated it is impossible to apply unless one wants to face application rejection.

No, you can use expired results for citizenship application.

Hi guys,
i'm not so sure about that 4 years police certificate. in my case for example, i became pr in may 2014 and haven't left the country since. october 2013 to may 2014 is still more than 183 days. considering providing police certificate for immigration, it doesn't make sense to submit another one. I believe as 4/6 changes to 3/5, that requirement should also change, i hope i mean.
