Less applications are in May as most of the college don't open applications for all the courses.

No, students are ready to go to Canada anytime if they get the visa. Who cares about weather? All want to go to Canada any how. In May, all the courses are not available. In summer, teacher and college staff are on vacation most of time so that could be the reason why all courses are not available. You can check if your course is available in all three intake.
