Certified/Notarized Academic Transcripts?

With regards to certification/notarization do you have to get it from the college in a sealed envelope and notarize from some lawyer?

Because i am applying through an educational counsellor and they say that the certification/notarization of academic transcripts are done by them. Is this true? I am applying through IDP india and Edwise.
