Can we start the Indian PCC process before we get the ITA? I'm in the pool and should get the CEC draw soon. Can I apply for the Indian PCC while I wait for the ITA? Also, could you please tell me how to apply for an Indian PCC from Canada?

Yes, you can. If you are certain you will get an ITA soon, I'll suggest to apply for PCC as well.
Search for BLS and you will find the process to apply for PCC on their website. Based on where you live, you need to select the particular office which falls under that jurisdiction.

PCC is valid until u visit that country againa and live for 6 months.
