CEC APPLICANTS CAN UPLOAD A LETTER WHERE IT ASK POF

I remember couple of months ago i read somewhere on cic website that cec applicants can upload a letter explaining how they are exempt from showing Proof of funds. I can't find it. Can anybody help me, just want to assure myself as I'm applying in couple of days.
