Unfortunately, because you are on an open work permit, your employer would need to get a positive LMIA for you to be able to to claim to have a valid job offer.
What does that mean LMIA? Cant I just get a letter from company to claim points?
 
To get the 50 points for having a valid job offer, you would need either

A) a new positive LMIA that approves the offer and names you and your position OR

B) your current employer gives you a new written offer of a full-time job for at least one year after you become a permanent resident.

Got 7 in General (Overall) but it is expired now so I just assumed that i may get the same next time.

I contacted a law firm and they said I can apply if I complete number of hours before months. I am really confused now.

But this LMIA, thing is annoying.

Because you are on a PGWP (open work permit), it is mandatory to get an LMIA to claim a valid job offer.

To be clear - you do not need an LMIA for your work permit, but that is a completely separate issue.

You need to meet one of these 3 conditions -
1) A new LMIA
2) LMIA-approved work permit - Having a written offer of (future) employment from the same employer, while working on an LMIA-approved work permit
3) LMIA-exempt work permit (closed - employer is named on the work permit) - Having a written offer of (future) employment from an employer for whom you have worked at least one year

Since you do not meet condition 2 or 3, you must meet condition 1.

I am aware that I have to work 1560 hrs & 12 months, currently I have work more than the required hours but not months (still 9 months).

Should I apply for PNP first and wait till it gets approved to apply for EE or EX?

That's really your choice.

Note that for CEC, you not only must have the required amount of work experience (1560 hours and 12 months) - you must also have enough points to be selected. Right now you need 470+ points to be chosen.
