Can you still apply for Express Entry if your PNP certificate has expired?

My BC PNP expired in December 2014, I was told by CIC I can still apply for Express entry, but BC PNP say I can't.
Please help?

You can, but you will not be getting 600 points for your nomination because A) you applied under one of the regular BC PNP streams (not EE) and B) it expired in December.

Does that mean he could get any points with PNP nomination that's not related to express entry?
