Can you immigrate to Canada without a job offer and live of your savings?

Hi guys, I have researched through different ways to immigrate,
yet I am planning on working on an online business there and live of
my personal savings plus income, or get part time job.
In UK you are obliged to work full time, minimum number of hours with
minimum income set by the government, is it the same for Canada??
I cannot apply for entrepreneur visa as I do not have 36 month of experience.
I finished a UK university and have been working for a year now. Any ideas?

There are no rules in Canada that dictate that you must get a job.

Thank you for your reply,so to my understanding I can just live
in Canada for 4 years and get Permanent residence and one more year
a passport all without working a single day??

Yes - you can do that. However you have it a bit backwards. You would get PR first, then live in Canada for four years to qualify to apply for citizenship.

Any income you make (including online income and income earned outside of Canada) will have to be declared in your Canadian income tax returns.

You need to take IELTS. Yes - you can get PR through Express Entry or PNP.

If you only recently completed university and only have a year of work experience - you may find it challenging to immigrate. Just qualifying for a program isn't enough - you have to be selected. For example, for Express Entry, you should determine how many points you have under the program. Historically no one with fewer than 450 points has ever been selected out of the pool. Recently, only those with more than 480 points have been chosen.

There are 5 ways to increase your points.

1- To re-take your IELTS with higher score
2- More work experience.
3- Higher education
4- Taking French course and French test result
5- Getting married if you are single.
6- Try to find employer in Canada this will guaranty your approval for sure

Just to clarify what Scylla has said, it's not PNP or Express Entry.
Whether you receive Provincial Nomination or not, you still need to apply through Express Entry (or Mon Projet, if you're aiming for Quebec).

What I don`t understand is why would someone need IELTS if they finished a British University.
If I find an employer that means I am promising the government I will work for that employer, the whole purpose of
migrating, is to work for myself though and occasionally part time if needed.

Every single person who applies to immigrate to Canada needs to prove their abilities in either English or French. Even native speakers from native-speaking countries.

Aschuindian has simply provided a list of all the ways in which one can improve their score (not including PNP for some reason). Their answer was not tailored specifically to your situation.

Honestly, there is practically no chance that you will get a job before you have PR, unless you have an exceptionally unique and in-demand skill set.
For a Canadian employer to offer you a LMIA-supported job, they must prove that there is no one in Canada capable of doing the job.

Your best bet for increasing your CRS is PNP.

Thanks for the reply and insight Istari. As for the PNP programs, any idea what the best way to go about that is? I checked few weeks ago and most provinces said they are closed at at the moment. How can I keep track of PNP opening at provinces and any clue as to how I can secure that nomination? I believe with a PNP, its still the same additional 600points to the CRS right?

There isn't an official list of PNP statuses. The only way to know if they are open or not, as far as I know, is to keep checking the official websites regularly, or keep an eye on this forum.

The way to secure the nomination is by ensuring that you're eligible before you apply, and providing all the necessary documents, so that they have no reason to reject you.
They can still reject you, of course, but you need to do everything in your power to minimise the chances.

Yes, PNP gives you an additional 600 points.
