i am asking to know if it is a must that you find job before you accepted as immigrant . or they can accept you before you find job offer ?

It is not a must to have a job offer. If the cutoff falls below 600 and one has sufficient points to clear it then one will land an ITA and be eligible to be processed for PR. Hope this helps.

The job offer is not an official requirement but as of right now, the point system is highly in favour of people, who have a job offer supported by LMIA in Canada or provincial nomination.

There was a draw in past where skilled workers with no experience in Canada, no job offer - but great education and skilled experience - were able to get ITA and are now waiting for their PR without ever being in Canada.

To my knowledge, the lowest the points were in specific draws were somewhere around 450. You can check all the past draws here: http://www.cic.gc.ca/english/express-entry/past-rounds.asp
