Hi,
I'm planning to apply in FSW quota and would need the 5 points from my spouse to cross the 67 point boundary.
Does my spouse need to be accompanying me in order for me to use the points? As in, should he be also be filing along with me and pay 550+490$ fee to CIC?
My spouse is not interested in getting canadian PR, since he is happy with his current job. So we would like to avoid putting him down as dependent so that we dont have to pay the extra fees. But if that doesn't work, then we are OK with adding him as accompanying spouse in the app.

No - you can't. Your spouse needs to be accompanying in order for your to claim the points.

Regardless of whether your spouse is accompanying or not, you MUST still list them as a dependent and include all supporting documentation for them (e.g. copy of passport, police certificates, etc.). Whether accompanying or non-accompanying, a spouse must pass the medical and security/background check in order for you to be approved. And you must also show proof of funds to cover both of you.

Not listing your spouse as a dependent in the application at all is not an option (this would be misrepresentation which would get your file refused and give you a 2 year ban from entering Canada). Your only option is to either list your spouse as an accompanying or non-accompanying dependent in the application. And again, must list your spouse as accompanying if you want their IELTS points.
