I am wondering if someone is facing serious circumstances at their home country and had to flee the war or danger to a much safer country like Canada.

- What would be their immigration 'status' in the 1st few months when they arrive?

- To what 'status' they can change and for how long they can hold it?

- If they're given a temporary status, and they already possess all the requirements for another immigration program like (Federal Skilled Worker, or Skilled Trade Worker, or Inland Canadian Experience Class), can they still apply for these programs while in Canada?
 
Their status would depend on how they arrive to Canada. If they arrive as a tourist (on a TRV) - their status would be that of a tourist. Tourist can obviously on remain in Canada temporarily (visit) - they can't live in Canada. If they arrive on a TRV and then apply for refugee status - their status will be that of a refugee claimant. Someone who is a refugee claimant doesn't have status in Canada and can't apply to immigrate through CEC, FSW or any other economic immigration program.
