I want to apply study permit for my son who is 13 years old.Can I use my cic account to submit application?Or should I sign up a new cic account for him?

If he is coming on his own as a minor and you have a Canadian guardian and have paid tuition for him then his own account.

Your son will still need a Canadian guardian unless your wife has a work or study permit. If she is coming as a visitor, a guardian is mandatory. She can only stay up to 6 months or at the discretion of CBSA. Does she have a visitor visa?

You can apply at the same time but separately. Since you must have got admission to your son’s school and paid (or about to) tuition, ask the school for advice. Is your son attending a private school? If so, most private schools use a service or will sign off on guardianship. There are companies in Canada that will take on guardianship too.
