Generally yes, they usually have the same timeline. However CL are usually under more scrutiny under CIC's eyes since there is no official document of marriage. One can easily walk away from CL relationship without any hassle of divorce proceedings.

Common-law applications are NOT under more scrutiny; they simply require the additional proof of one year of cohabitation. Note that people enter into "Marriages of Convenience", not "Common-law Relationships of Convenience", so if anything, married applications have the higher probability of being fake.

Yes i will! But should the open work permit come before the spouse visa, she doesn’t have to leave right?

If you are applying inland, you need to include the OWP app with the sponsorship app.
