Can I open the police certificate or does it need to be sealed?

Received my police certificate in the mail, can I open to see if everything is alright or do I need to send it in sealed?

Ours was not sealed. Does it reads SEALED on the outside? How you plan to submit it? I mean sometimes [rare] they ask you to submit but mostly they need ORIGINAL PCC

Amazingly there various opinions; as one member wrote;-
"Please don't open the Japanese PCC, it becomes invalid. That's what the immigration officer at the Japan Embassy told me. I sent it by mail and I ordered for GCMS to confirm if the CIC received the PCC. As per the GCMS, it was uploaded in my file. Just FYI. "
