Can I bring my filipina wife in Canada only with turist canadian visa (TRV)? Do she would have chances to obtain TRV before to do sponsorship?

You can try and apply for a TRV. Chances of approval may be low, but will depend on other aspects of her file (approval of visas for spouses low because assumption that intent is to remain in Canada and not to visit).
Note though that with covid processing times may be long/longer than usual. You may be better off applying for PR as soon as possible (also lengthy process) rather than waiting for her to get TRV.
You can also apply for both at the same time - will not harm the overall file but TRV still not guaranteed. Note, assuming you apply when she is abroad, you must apply outland, and no possibility of work permit until process complete.

Thank you very much for the answer! We will do everything after the covid-19 crisis will finish. The principal we will apply for the PR outland but we will try also to apply for her to get TRV.
Up to you but count on it taking a year or more, and No-one knows when covid will 'finish.' I'd apply earlier.
To add a bit to @armoured's response, unless you have a timeframe far into the future for the spouse to immigrate as opposed to ASAP then you should apply ASAP. 6 months or a year from now processing times might not be any different than now. If you submit now and are approved in a year or so, if Covid is still a major concern the spouse would not have to travel to Canada until they want to. Might as well get the ball rolling now.
